General Policies

Returning Materials

Books may be returned at any WSU library, including Interlibrary Loan and MelCat items, with the exception of reserve and media materials. Reserve materials must be returned to the library from which they were borrowed. Videos, DVDs, or other media material borrowed from the UGL must be returned there. There are outside book return facilities at all libraries except the Eugene Applebaum College of Pharmacy and Health Sciences Learning Resource Center and the Oakland Center.

Overdue Materials

All library patrons, (including graduate students, staff, alumni and guest borrowers) are charged as follows:

Most overdue notices are mailed to borrowers who have not renewed or returned an item. If no or an inaccurate email is provided a paper notice may be mailed to the address on the patron account. Overdue notices are a courtesy reminder. Patrons are responsible for fines and returning materials even when notices are not received. If an item is not returned or renewed, a bill for the replacement cost of the item is processed approximately 42 days after the due date. This bill will include a $20.00 maximum overdue fine. When the item is returned, the borrower will not be held accountable for the replacement cost, but will still be responsible for overdue fines.

Failure to return an item for which a borrower has been billed will result in the withdrawal of borrowing privileges. A continued lack of response may result in the library placing a “hold” on student records, and/or referring the borrower to a collection agency.

Borrowers may pay fines and replacement fees in person at any WSU library circulation desk. All libraries accept exact cash, checks, and OneCard payments. In addition, the Purdy/Kresge Library, Shiffman Medical Library and the Adamany Undergraduate Library can accept Visa or Mastercard to pay fines.

The Library considers all legitimate concerns about library fees. Reasons that DO NOT constitute a basis for appeal are:

Material Replacement

Borrowers are responsible for returning all checked out material(s) by the due date. If borrowers return library material(s) in such condition that the library decides to replace it, then the patron will be billed for the cost of replacing the material, plus the cost of processing the replacement copy. The fees are in addition to any fines that may have accumulated.

The library reserves the right to assess and declare the condition of all returned library materials. Damage fees may vary, depending on the extent of damage, up to the full replacement costs of the item. Highlighting, pen marks, torn pages and liquid stains (water, coffee, etc...) are examples of damage to library materials.

Library materials can be declared lost by Circulation staff members based on the specific material's loan period, or if the patron declares the library material lost before that time.

Determining a fair and adequate replacement cost for library materials is at the discretion of a Circulation Supervisor and will be based on the average cost as listed in sources used by the library. There may be consultation with the Preservation librarian as needed regarding replacement value.

A $20.00 processing fee is assessed for each item that is billed for replacement.

A borrower may elect to purchase a replacement copy. This copy should be identical to the original and have the same ISBN number or other standard identifying number as determined by library staff member. If an exact copy is unavailable then the latest edition will suffice. A replacement copy must be in new or "like new" condition. A library Circulation Supervisor will examine the purchased copy and determine its' replacement quality. The replacement fee will be waived if the borrower replaces the material, but the any late fines will still be assessed.

Under no circumstances does the WSU Library System offer reimbursement on items paid for and subsequently found. All transactions are final.
